What does it take to ensure best practice approaches are embedded in an uncertain environment, with stretched resources? This webinar was held on 8 September 2021.

Alan McCoy, Programme Manager at Torbay Council, presented the journey he and his team took to deliver the Torbay Health Authorities COVID response.

Alan described how the team overcame the difficulties of scaling up their activities in combination with introducing new technology and adapting to new ways of working, while having to deliver at pace.

To achieve all the objectives of the programme, Alan brought together stakeholders from a variety of teams and organisations. They adapted techniques and principles from agile methodologies to develop and embed project roles, structures and processes.

When developing the standards framework required to scale up the size of the team’s programme without introducing time-consuming governance and reporting but ensuring public funds were spent responsibly and decisions were recorded for future reference, Alan adapted pre-existing templates and processes from the Council and mapped information flows.

This enabled the team to quickly have a common understanding of the ways of working and built resilience in a highly uncertain and fastmoving landscape. The outcome was the delivery of an effective COVID response for the Torbay area in conjunction with other local authorities, protecting and caring for the local residents and tourists in a high risk and constantly changing situation.

Alan has very kindly allowed his presented material to be made available for viewing. The slides on Slideshare and the webinar recording on YouTube is now available in our APM resources area and also embedded below for reference.
